If you do not go for it, and accidentally release your magic power, you can be persecuted by legal laws. In a way, I think Gouta's father probably decided to run away from the responsibility. In a way, it's a curse of sorts for Gouta. Imagine this scenario. You have a power that you have never known in your entire life. Yes, you are fascinated by it and you know that you have more power than a normal person to help someone. Yet, you do not know how to deal with the extra responsibility with your power. I believe Gouta is curious about this magic thing, and just wants to affirm that he does not have the blood. If it is me though, I might just emo for a long time before accepting fate.
