Singapore’s web hosting has a tendency to crowd thousands of users into one IP proxy. (Try editing a Wikipedia article and if there is a special notice there, you’ll know that you’re using a proxy) So, technically, they could have simply banned the IP proxy because someone sharing the same address had posted spam or set a spambot to work there.
